This research project uses “watershed governance” as the spatial framework to reconnect and unify the broken relationship between Indigenous communities and rivers that used to be closely related, as well as the Indigenous tribal totality among communities and social groups that was once connected by river. How the Indigenous communities located in the river basins confront environmental changes, climate disorders, threats from frequent natural disasters, and the impacts posted by the modernized capitalist way of development led by state government will be studied. With the Cou communities located in Tsenwen River Basin and Tayal Communities in Tahan River Basin as the subjects of case studies, this research project observes, studies and analyses the variation progress of the hydrology, ecological environment and related indigenous culture and way of living within abovementioned river basins. The author then discusses how the Indigenous communities revitalize and use their traditional river knowledge and river governance system, and how they dialogue, interact, conflict and/or compromise with state government. The pattern and process of individual community’s self-governance and development, as well as that of the communal governance and development among communities will also be studied and clarified.
