This research was sponsored by the National Science Council in Taiwan. It developed a set of indicators and a performance evaluation instrument for school EE. The author adopts the whole-school approach with three sets of criteria: participation and partnership, reflection and learning, and ecological considera- tion. It also covers three operational dimensions: learning context, administration, and teaching, with 28 individual items in total. Each item details the EE operation and points schools in the direction of a good EE response, with four levels of description according to the EE criteria. The reliability and validity of the instrument is high and it provides two normal curves for primary and secondary schools.
