Arbitrary frame skipping transcoding through spatial-temporal complexity analysis

Abstract

In this paper, an arbitrary frame skipping transcoding algorithm is proposed for variable frame rate video coding. The proposed transcoding algorithm joint considers motion vector magnitude as temporal complexity and distortion as spatial complexity to measure whether a frame should be skipped or not. Experimental results show that our proposed algorithm can choose more significant frames than other existing schemes. Therefore, our proposed algorithm can achieve the better PSNR performance than that of other existing schemes.
