Abstract
This study used documental analysis, interviewing, questionnaire survey and focus group interviewing, in order to understand the processes and documents of certification and accreditation for teachers' qualifications in primary and secondary school in Taiwan. The results of this study are as follows: Firstly, this study inquired the laws and regulations that should be obeyed. Secondly, it established the standard operational procedure for applying teacher certificate, and improved these processes and documents. Thirdly, it understood the problems and difficulties of doing these tasks. According to the results of this study, there are six suggestions recommended in this article.
