Abstract

The purpose of this paper was to understand public opinions toward the watershed management and to study economic evaluation of resources in the upper Lanyang stream watershed. Through field questionnaire, we investigated the public opinions about the upper Lanyang stream watershed management. We also evaluated the economic values of resources by applying contingent valuation method. We compared these between inside residents (Tatung township, Yi-Lan county) and outside residents (Yi-Lan county, excluding Tatung township). Results showed that the resources in the upper Lanyang stream watershed were valuable for both inside and outside residents. By the single-bounded dichotomous choice questionnaire method, the economic value were NT$ 1,749.34 and NT$ 560.54 for inside and outside residents, respectively; while by open-ended questionnaire method, the economic values were NT$ 1,016.82 and NT$ 703.20 for inside and outside residents, respectively. We also found that the expected objectives of watershed management were very different between inside and outside residents. Inside residents required for economic development to increase their income, while outside residents required for soil and water conservation to ensure the safety of their life and property. We suggested developing eco-tourism and recreational agriculture in the upper Lanyang stream watershed for effectively integrating the divergent demands of both residents. We also suggested that inside residents could involve in watershed management by environmental education firstly, then by sharing responsibility, and finally by implementing public participation in their interested resource protection activities, such as stream and fishery protection. Some efforts, such as reserving aboriginal materials, building museums, and enlarging the aboriginal traditional activities, would be able to enrich contents of eco-tourism.
