The purposes of this two-year research project were: 1. to develop physical education curriculum toward physical literacy for primary school; 2. to develop a physical literacy assessment tool for primary school pupils. Method: 1. A research team of teaching method experts, according to the framework for the 12-year competence-based education curriculum guidelines and the classification of physical education teaching materials, developed a competence-based physical education curriculum framework, teaching material structure and units’ examples, that were all reviewed by the experts. 2. The Canadian Assessment of Physical Literacy Second Edition (CAPL-2-TC) was translated into traditional Chinese version, the reliability and the validity were analyzed through grade 5 and grade 6 primary school pupils (n=367). Results: 1. Three major categories (challenging purpose, competing purpose, and performing purpose) of competence-based physical education curriculum framework, teaching materials and the examples of lesson were completed. 2. One found that the Chinese version of the CAPL-2-TC was appropriate and suitable for pupils. Conclusion: 1. The developed competence-based physical education curriculum toward physical literacy can be used for the primary school physical education. 2. The revised CAPL-2-TC in Chinese version can be applied for measuring pupils’ cognitive concept and understanding, motivation and self-confidence of physical literacy.
