This proposed study focuses on a popular government tool in education: competitive project. Competitive project has been used more often as an important tool for funding schools. Obtaining competitive funding or not has become a signal of school quality and status. This study will explore the use, limits, and accomplishments of competitive funding in education. Three policies are chosen for in-depth study. They are the Flagship Project of New Taipei City, High School Enhancement Program and Top University Development Program of the Ministry of Education. Via in-depth case study and survey research method, the researcher hope to examine the current status, limits and accomplishments of competitive projects in education. It is hoped that the merits, limitations, and unintended consequences of using competitive funding as policy tool can be systematically revealed. Suggestions for using competitive projects as an effective policy tool are provided. Major findings are as follows: 1. The purpose of the competitive grant is to support schools with budget and to improve the quality of the school. 2. Competitive grant helps school greatly in improving its facilities. Secondly, it helps diversify schools' management. 3. Schools cares about competitive grant greatly due to financial and reputation issues. 4. The greatest resentment about competitive grant is about budget use. Its flexibility is low. budget timing is slow, thus reducing the impact of competitive grant. 5. The impact of competitive grant is low In a stratified system because schools know its capacity in competing for grants. In high schools, competitive project is used for structural and cultural changes. 6. Evaluation of competitive grant does not vary by demographic characteristics, indicating great consensus about the impact of the competitive grant. Major differences are found between those who have and have not received grants as well as those who are satisfied with the funding and those who are not. Suggestions are provided based on the research findings.
