Global migration has increased dramatically over the years, and the second generation in host countries starts to enter local schooling system and job market. The new immigrants in Taiwan are through multinational marriage in the past 30 years, and their children are now studying at different educational levels and ready to work in few years. In the new southward policy proposed by the government in 2016, the strategic plan of "Niangjia Diplomacy" is to send the second generation of the new immigrants “home” for work since they are assumed with bilingual skills and multicultural backgrounds needed in South Asian industries. However, this policy has not received positive responses from the target group, due to their unvalued Southeast Asian origins is stereotyped for a long time in the public, which might make the second generation of the new immigrants hide their identity and ignore their recognition of Southeast Asian culture and further lower their willingness to “return” for work. Furthermore, there is no accurate data collected for the age group at higher education level of second generation of the new immigrants, which makes it more difficult to track them from school to work. Therefore, this study intends to understand the current situation and convergence of education and employment for second generation of the new immigrants through document analysis, expert consultation, secondary data analysis, and case study. The study will also explore the reality for the government to promote talent nurturing plans of new southbound policy, the second generation of new immigrants’ internship experiences back to the his/her mother/father’s home countries under “Niangjia Diplomacy.” In addition, the study will inquire the target group’s own opinions regarding their advantages/opportunities/challenges /limitations for working in local or foreign industries. In the end, the study will provide directions and recommendations for further revision and future directions of local/cross-border employment policies for second generation of the new immigrants.
