This project applies small island community empowerment and community-based resources governance to understand the vulnerability of Xiao Liuqiu Island, investigate the key to its development of resilient communities and further offer strategies to fulfill environmental self-governance. During this two-year project, the scope of the first year was to find out the interaction between Xiao Liuqiu residents and their environment from the perspectives of historical documents as well as economic and environmental changes. The vulnerability of island societies and the key to resilient communities were also examined. A number of strategies of self-governance were proposed. Based on the findings of the first period of this project, the second period puts emphasis on analyzing the social environment vulnerability of Xiao Liuqiu, finding out island’s potential of developing resilient communities and implementing environmental self-governance. The elements of making Xiao Liuqiu into resilient communities are fishing culture, festivals, island societies, the spirit of fisheries enterprise and environmental self-governance. Once all the above-mentioned elements are controlled, the strategies of environmental governance can be launched from inside the communities, which include a common religious belief, historical heritage, marine knowledge, environmental ecological education and ocean environmental protection. The results of this research will be integrated with various sub-projects as the basis of a qualitative comparative study.
