Cultural & creative industries are the most potential industries in the 21st. century. Not only do they provide the opportunities for developing domestic economy, but also they enlarge the cultural capital, improve national image, and enhance soft powers of country. Although the authorities has given support to these industries in recent years, made many rewards, special privilege, subsidization, and investment programs for them, these actions could not made great progress in industrial growth and driving development in related industries. By deeply exploring the successful experiences of nationally industrial development’s funding policy for the cultural & industries in advanced countries, such as the western European countries, the U.S., Japan, and the competitive nations in Asia-Pacific, this research is aim to provide an integrated framework of evaluation, financing and governance mechanisms to help the government to revise the national financing policy for industrial development and achieving the object of industry upgrade. With getting more understanding of the real status and differences of the cultural & creative industries among Taiwan and foreign countries, we could seek for niche and opportunities in domestic industrial development, exploring the appropriateness of investment in the industries, and obtaining the effective policies to promote the industrial development and economic growth.
By comparing and studying the cultural and creative industries in advanced nations, this research can figure out the focal points on developing digital content and creative industries.
At the same time, by deeply exploring the paradigm of the advanced countries, this study is to work out an appropriately integrated framework of funding and governance mechanism of industrial development strategies for Taiwan authorities to achieve the policy objective of promoting industrial upgrading. Finally, the main purpose of this research is not only to propose an integrated model and mechanism of multiple financing channels to benefit both of the country and the industries, but also to propose an effective model of governance mechanism to reduce the moral hazard and agency cost for the academic.
