The carbon emission trading has been steadily increasing in recent years. According to the World Bank’s Carbon Finance Unit, 374 million metric tonnes of carbon dioxide equivalent (tCO2e) were exchanged through projects in 2005, a 240 per cent increase relative to 2004 (110 mtCO2e) which was itself a 41 per cent increase relative to 2003 (78 mtCO2e).The World Bank estimated that the size of the carbon market was $11 billion in 2005, $30 billion in 2006 and $64 billion in 2007. In a recent World Bank study, over 750 CDM project opportunities were identified in Nigeria. It was concluded that if all these CDM projects were implemented, slightly over a 100 million tonnes of Carbon Emission Reductions (CERs) can be generated annually in Nigeria.At a current international carbon rate of 14.65 euros for a tonne, this translates to about 1.4 billion euros By comparing and studying the carbon trading market in specific nations, this research can figure out the focal points on developing trading market infrastructure and related talent cultivation mechanism in Taiwan. At the same time, by deeply exploring the successful experiences of the advanced countries, this study is to work out an appropriate developing and personnel training mechanism of Low-carbon industry development strategies for Taiwan authorities to achieve the policy objective of promoting industrial upgrading. Finally, the main purpose of this research is not only to propose an integrated model and mechanism of multiple channels to benefit both of the country and the industries, but also to propose an effective mechanism to cultivate the professionals for the green economy.
