Recently, E-participation has become an important communication platform among the different levels of governments and the public. The purposes of this study are to understand the history and challenges of promoting hiking tourism in Taiwan and to discuss the current status of the application of E-participation platforms. From open innovation approaches, the study will discuss the functions and roles of the E-publication platform should be in the collaboration model among public and private sectors in sport and tourism. The content analysis and the secondary data analysis method will be applied to analyze the contents of various series of archives. The study invited 19 experts to perform weight comparisons on the attributes and values of sports tourism-related issues, and analyze the collaboration model between sports and tourism public and private sectors from open innovation approaches. The results showed the development of sports tourism should be oriented towards tourism, fitness, health improvement, and medical care in the future. The collaborative model of platforms should focus on public-private partnership and social innovation to promote the issue of mountaineering combining the cooperation from different departments.
